In tribute to the victims of the September 11, 2001 attacks, we remember with profound respect all those who lost their lives at the World Trade Center, as well as everyone whose lives were forever affected by this tragedy.
Also preserved as part of this historical record are letters attributed to Jucelino Luz, in which he reportedly made advance revelations concerning the attack on the Twin Towers and events related to the tragedy. One of these documents is presented below and bears two notarial registrations: one dated 1989, prior to the attacks, and another made subsequently solely for the purpose of preserving the document, as the original is old and has been deteriorating over time. These documents constitute records of his predictions and form part of his personal history and body of work.
May the memory of the victims remain forever alive, and may September 11 continue to serve as a solemn call for peace, unity among peoples, and respect for the value and dignity of human life.

Dear President George Bush,
I respectfully address this letter to you for the purpose of communicating a series of predictions concerning serious events that, according to what I have foreseen, may occur in the years ahead.
My principal reason for writing is preventive. By placing these predictions in writing and communicating them in advance, my intention is to provide information that may assist the competent authorities in taking appropriate precautions and, if possible, preventing the loss of human life.
Among the events that I foresee, I wish to draw particular attention to two separate attacks against the World Trade Center in New York City, United States of America.
According to my prediction, the first attack will occur in 1993.
I further foresee a second and considerably more serious attack on September 11, 2001.
With regard to this second event, my prediction is more specific. I saw two airplanes crashing into the buildings of the World Trade Center. As a consequence of these impacts, I foresee the buildings collapsing and thousands of people losing their lives.
It is this particular prediction that causes me great concern and that constitutes one of the principal reasons for addressing this warning to the President of the United States.
I also foresee another serious event occurring in Madrid, Spain, on March 11, 2004, involving an attack connected with the city's railway system.
In addition, I foresee a threat involving London, England. According to what I have foreseen, there will be an attempt to introduce approximately 500 kilograms of explosive material, together with osmium tetroxide, into England, with the intention of causing a large number of deaths in London.
Because this latter prediction concerns the United Kingdom, I intend, at the appropriate time, to communicate a warning to the British Government so that the competent authorities may consider preventive measures.
At the present time, however, my immediate concern is the United States of America, particularly the prediction concerning the World Trade Center in New York on September 11, 2001.
I respectfully ask that the contents of this letter be taken into consideration and that this warning be treated with due attention. I am communicating these predictions not for the purpose of causing alarm, but in the hope that advance knowledge may contribute to preventive action and help avert tragedy and the loss of innocent lives.
At the time of writing this letter, I am in Curitiba, State of Paraná, Brazil, and I remain deeply concerned about the events described herein.

Premonitions and Their Subsequent Correspondence with Real Events
The letter, which bears the date October 26, 1989, contains a series of statements presented by its author as premonitions concerning future events. These elements are significant because they are physically associated with the document and may contribute to establishing its documentary history, circulation and chronology. Their precise evidentiary significance, however, must be determined according to what each notarial or postal act specifically certifies.
The front of the letter itself bears the date October 26, 1989 and contains statements presented as premonitions of events that would occur years later, including references to the World Trade Center in 1993 and September 11, 2001, a Madrid train attack on March 11, 2004, and a future attack in London.
